what could blowing the fuse for air/heat blower on a 1994 volvo 960

Unfortunately we don't make a book on your vehicle. Generally speaking, though, the blower motor is often the cause of a blown fuse. If the brushes or bushings have worn out it might be pulling too much of an electrical load, causing the fuse to blow. But it could be other things, like a short to ground in a wire in the circuit, a bad climate control power unit or a bad control module.

Keep in mind that electrical parts can't be returned once purchased, so don't go buying parts unless you're absolutely sure of your diagnosis. For this reason you might want to have the problem checked out by a Volvo technician or HVAC specialist.
